COUNCIL MEETING

SEPTEMBER 11, 2006

Pres. Winter called meeting to order at 7:30pm.

Members present – Jan Earhart, Craig Farrell, Kathy Lobert, Dave Lund, Esther Collard,

Ruth Schottle.

Members absent – None.

Also present – Darin Dood, Dave Lobert, Dave Riger, Wally Delamater, Ruth Corwin.

APPROVAL OF AGENDA – Managers contract added to New Business.  Schottle moved to approve agenda as amended.  Lobert seconded, motion carried.

PUBLIC COMMENTS – None

STANDING ITEMS

Minutes – Earhart moved to approve minutes of 8-14-06 as presented.  Lobert seconded, motion carried.

Bills – Lobert moved to approve bills in amount of $80,476.47 as presented.  Collard seconded.  Bills discussed were Consumers Energy, Law Weathers, Discount Tire & Battery.  After discussion, motion carried.

MONTHLY REPORTS

Police – Written report.

DPW – Written report.

OLD BUSINESS – None

NEW BUSINESS

Engineering Change Order (Terminal Building) – Manager explained that the amount for materials testing for project was not provided for in contract.  MDOT will adjust grant for this error.  Earhart moved to authorize a change order in the amount of $3,550 for the Terminal Project engineering contract to account for the material testing service.  Farrell seconded, motion carried.

WESCO Property Annexation Request – Manager discussed the procedure for the annexation request.  Lobert moved that the Village Council of Lakeview, Montcalm County, Michigan, does hereby petition the Board of Commissioners of the County of Montcalm to annex to the Village of Lakeview the following described land: Parcel ID's #59-004-016-039-00, #59-004-016-039-50, #59-004-015-040-00 Cato Twp., Montcalm County and that the President and the Clerk of the Village of Lakeview are hereby authorized to sign a petition directed to the Board of Commissioners of Montcalm County and to attach a copy of this resolution to the petition, said petition requesting the Board of Commissioners hold a hearing and take action on the petition as prayed for in the petition.  Earhart seconded, motion carried.

Manager's Contract – Schottle moved to accept the Managers Contract as presented by the Personnel and Finance Committee between the Village of Lakeview and Wally Delamater.  Lund seconded, motion carried.
